Overview
Kaeya is a 4-Star, Cryo Element, Sword user and one of the few characters you can get for free in Genshin Impact! Kaeya is a nice starter option for new players thanks to his ability to freeze enemies. He can Crowd Control enemies and trigger the Superconduct Elemental Reaction easily.
His Elemental Skill, Frostgnaw, deals Cryo damage to enemies and can freeze them or the environment around. By using this skill, it is possible to freeze water and walk above!
His Elemental Burst, Glacial Waltz, summons three Icicles that follow Kaeya and also deal Cryo damage to nearby enemies.

Weapon & Artifacts
As a Sword user, Kaeya will have to be close to his target to deal damage. Thanks to his Cryo attacks however, he can freeze enemies easily and crowd control them. Cryo is very important for Kaeya, which makes it easy to pick Artifact Sets for him.
Sword
Skyward Blade is a great option for Kaeya that will boost his offensive capabilities.
A 5-Star Sword that increases CRIT Rate by 4%. Gains Skypiercing Might upon using an Elemental Burst: Increases Movement SPD by 10%, increases ATK SPD by 10%, and Normal and Charged hits deal additional DMG equal to 20% of ATK. Skypiercing Might lasts for 12s.

Artifacts
Blizzard Strayer is the best Artifact Set for Kaeya. Its 2-piece bonus boosts Cryo Damage by +15% and with its 4-piece bonus when a character attacks an enemy affected by Cryo, their CRIT Rate is increased by 20%. If the enemy is Frozen, CRIT Rate is increased by an additional 20%.
Noblesse Oblige is another nice set you can combine with Blizzard Strayer. With this combination you can get the extra Cryo damage as well as extra 20% Elemental Burst Damage.
The best Stats you should be looking for are Crit Rate/Damage, Attack%, Cryo Damage Bonus, Energy Recharge, Elemental Mastery.
Blizzard Strayer is a 5-Star Set, that drops in the Peak of Vindagnyr Domain.
Noblesse Oblige is a 5-Star Set that drops in the Clear Pool and Mountain Cavern Domain.
Party Setup
Kaeya is a valuable Cryo character you can use early in the game, until you can get a better one. The reason for this is the ability to trigger Elemental Reactions and freeze enemies.
Electro based characters like Fischl, are great to trigger Superconduct, while Pyro based characters like Hu Tao can trigger Melt. Barbara and Mona can help you freeze enemies with their Hydro skills!
Bennett, Sucrose and Zhongli are a few more support characters that can be of assistance!
